Haskell is a seasoned municipal attorney with over 25 years of experience in local government law. He joined Guynn Waddell in January 2025 after spending the entirety of his career with the Office of the City Attorney of the City of Richmond. Haskell’s tenure in Richmond culminated in him serving as the City Attorney where he successfully led legal teams, managed complex projects, and navigated high-profile, politically sensitive issues. In his career, he has demonstrated expertise in governmental operations, litigation oversight, procurement and contracting, land use and real estate, legislative drafting, and advising governing bodies and senior administrators on a multitude of complex legal issues.
Haskell’s legal practice with Guynn Waddell primarily focuses on providing transactional and other non-litigation services to local government clients. He advises on legal matters relating to procurement policies, purchasing, contracts, real estate, land use, economic development, and compliance with state and federal laws and regulations.
His extensive local government experience providing counsel to elected and appointed City leaders, departments, and other governmental organizations proves invaluable when serving his current public sector clients. Haskell assists his colleagues in serving the Blue Ridge Resource Authority, Franklin County, the New River Valley Emergency Communications Regional Authority, the Roanoke Valley Resource Authority, and the City of Salem, among others.
